well i think isa ito sa mga ok na ginawa ni gma, pero pinagisipan nya ito sa economy side. para rin kasi itong stimulus package. pero unlike sa US na fluid ang pero to stimulate the economy, sa intangible assets ito dinadivert (for example, manpower development), proven na kasi na kahit hindi lahat nang nabibiyayaan nito ay nagiging productive, nacocompensate naman nang mga productive ones. kung may R&D, natutuwa ang mga companies, tapos nagkakaroon din nang industry-academe linkage.
