PIC Configuration bit inquiry

Just a question:

1. Is the default configuration bit of a PIC when erased is 3FFF?
2. What if my PIC (16F877) when erased, the configuration bit is 3BFF? Is my PIC defective or not?

hindi naman siguro sira yan. Nabasa ko somewhere na ok lang kahit ano ang value ng config word after erasing the device program. But im not 100% sure on this
