An engineer can be a technician while a technician can never be an engineer. A technician just do not have the disciplines the engineer has.

Ang ECE ay actually ladderized:

Electronics and Communications Engg, foundation (Technician-Certificate Level)
1st year - 2nd Year

Electronics and Communications Engg, technology or associate in ECE (Technician-DiplomaLevel)
3nd Year

Electronics and Communications Engg, associate degree in ECE(Senior Technician-Higher Diploma Level)
4th Year

Electronics and Communications Engg, Degree in ECE(Engineer-Bachelor Level)
5th Year

If u are well aware about your course...in the first year....simulan mo n ang practicals...or skills of a technician but not as an engr....

Like in my case....2nd year p lng ako nagOJT n talaga ako as a technician...i never think as an engineer...until 1 graduated and esp...passed the board...

He is a poor engineer when he never started as a technician....

Engineer=Technician + Engineering

ECE engr is DESIGN+PLANNING+SUPERVISION+others

ECE technician is INSTALLATION+COMMISSIONING+TROUBLESHOOTING
