Where demand for specific frequencies exceed availability, the Commission shall hold open tenders for the same and ensure wider access to this limited resource.

What is the purpose of this law? Sino-sin0 ba ang sak0p ng law na yan Sin0 nagaassign ng freq spectrum allocation? Bakit kelangan ng periodic review? San napupunta ung spectrum user fees? Knin0 nagbabayad?

purpose: regulation at assignment ng spectrum of frequencies dito sa Pilipinas. sakop: lahat ng entities na gumagamit ng RF such as, but not limited to, broadcast stations, mobile communications sino: NTC bakit may periodic review: kung may bagong technology or kung may outdated na siyempre kailangang ayusin 'yung utilization.
open tender = bid. like broadcast, alangan namang lahat mag-broadcast sa isang frequency, dadami ang interference.
'yung bayad, check the IRR as penny suggested.

Spectrum is an important and limited resource that is why it should be regulated. It must be regularly reviewed to adjust to emerging technology and global spectrum utilization trends. It is also a big and constant source of income for the government, thus, it is made to follow the law of supply and demand to ensure maximum profit.

Braodcast companies, Business Entities, companies, even individuals can apply for frequency use i.e radio stations, tv stations, meralco etc. We use to have a satellite comms and we were paying around 10k to NTC for its use.
Why regulate it? Meralco used to own (use) the 2.4 GHz frequency. If that rule is not in place then we will not be able to use bluetooth protocol since it uses that frequency.
There are free frequencies like 27 MHz, 49 MHz, 433 MHz etc. for general use.

BTW, dati nakakahingi ng spectrum usage sa NTC in the form of Excel file. student pa ako nung last akong humingi at nagpadala naman sila. from ELF to 60GHz ang nasa list, IIRC. at nasa Meralco pa 'yung 2.4GHz.

^ not necessarily. in fact, the lower the frequency the lower the Free Space Loss at mas nakaka-tagos on some objects (like 'yung wireless internet, Canopy in 900MHz nakakatagos sa puno pero 'yung gamit dito na 5.6GHz kailangan LOS talaga). minsan ang nagiging factor kaya kung bakit mukhang mas malayo 'yung 49MHz kaysa sa 27MHz dahil sa antenna. 'yung 49MHz needs only almost half nung sa 27MHz. http://www.comsearch.com/satellite/tools_fsl.jspcheck the site. at 10km, 27MHz, ang loss ay 81.03dB. at 10km, 49MHz, ang loss ay 86.2dB, mas malaki na ang loss nung sa 49MHz. halos 5.2dB ang difference almost 4x power ang difference nilang dalawa.
